For a Site Plan Review for a change of use to make the building 50% retail gift shop and 50% cafe, with the
upstairs remaining as living quarters.

The JEFFERSON COUNTY PLANNING Hearing Report was received and placed on file.    It advised the
Planning Board to review both the signage and parking in accordance to the Town of Henderson  Zoning Laws.

The floor plan has been changed, but you can still go from one room to another, even though it will be two separate
businesses.     The tentative cafe hours will be 7AM until 9PM and the tentative gift shop hours will be 9AM until
5PM.    It will be a year-round business as the owners will be residing upstairs.   Because the prior business was a
bar and restaurant,  it was perceived that the parking requirements would be less.   The signage, as indicated in the
application,   will be on the side of the building as was before.  

There were no public comments.

SEQR MOTION  by Lorraine Doyle,  second by Ned Martelle, declares the proposed action to be a TYPE II
action under Article Eight of the NYS Environment Conservation Law,  which determines there is no significant
impact on the environment and no further review is necessary.

DISCUSSION:   Parcel is being split in half so there is no residual.    There is a camp and several sheds on the
property, and Pat Storino will provide a certified document stating that all are well within the setback required.
Note:   That letter arrived and has been placed on file.

OLD BUSINESS:
Chairman Dwight Green has referred the revised Town of Henderson Zoning Laws to the Town Board.

NEW BUSINESS:  
The ZEO talked to the Planning Board about Solar Panels.    If the need arises, there is presently nothing in our
proposed zoning law regarding the issue.     This will be discussed further.
